1. Purpose
The following guidelines aim at providing guidance to both contributing countries or companies and UNDP staff on the procedures of making contributions.
2. Overview
- The Special Unit for South South Cooperation (SU/SSC) will work directly with contributors in the formulation and signature of the Memoranda of Understanding whenever earmarked contributions are received. We will also make sure that earmarked agreements will be honored and reported during the implementation of the resources.
- Contributions may be earmarked towards a specific country(ies) or towards other specific donors’ requirements.
- Contributions in amounts below $ 5,000 United States dollars can not be earmarked.
- All contributions will be acknowledged by the issuance of a regular Receipt Voucher and a letter from SU/SSC, including those in local currency paid directly to UNDP country offices.

Contributions through UNDP country offices
- Contributions may be received in both United States dollars and in local currencies handled by each country office.
- All financial accounts and statements will be expressed in United States dollars.
- The value of a contribution in currencies other than United States dollars shall be determined by applying the United Nations Operational Rate of Exchange (UNORE) in effect on the date of payment.
- For earmarked contributions, the country office should inform SU/SSC of the contributor’s details for the formulation and signature of the respective MoU.
